Prof. Dr. Kamil Eren

Kamil Eren, an accomplished professional with an impressive journey in the field of Geodesy, Mapping, and Geographic Information Systems (GIS). As the Owner and President of the MipMap Companies Group, Mr. Eren, has a substantial track record of expertise and accomplishments.
He earned his Bachelor's degree in Surveying Engineering from Yıldız Technical University in Istanbul between 1968 and 1972, followed by a Master's degree and Doctorate in the same field from the same institution. Additionally, he pursued post-doctoral research at Ohio State University, Columbus, Ohio, and completed a post-doctoral fellowship at Stuttgart University, Germany, in 1985.
From 1972 to 1974, he served as a Surveying Engineer in Tekirdağ, Turkey. He then held the position of Post-Doctoral Researcher at Ohio State University from 1979 to 1980. Mr. Eren's academic journey included roles as an Associate Professor and Assistant Professor at ODTÜ, Ankara, between 1980 and 1984. His expertise led him to serve as a Geodesy Specialist under the United Nations Development Programme (UNDP) in New York, specializing in assignments for Saudi Arabia from 1986 to 1993. He also contributed significantly to Turkey as an Advisor to the Prime Minister from 1996 to 1997.
Mr. Eren’s legacy continued to thrive with the establishment of the MipMap Companies Group in Turkey, Dubai, Saudi Arabia, and the Netherlands in 1997, where he serves as the Founder and President.
Mr. Eren’s pivotal role in numerous completed projects showcases his leadership and innovation: As a Project Coordinator, he oversaw projects ranging from the establishment of Saudi Arabia's National CORS (Phase 1) to the development of Continuous Orthophoto, Land Use/Land Cover Mapping, and Agricultural Geographic Databases and GIS for Saudi Arabia. He played a crucial role in infrastructure development, command and control center setup, and aerial imaging and orthophoto compilation in Saudi Arabia. His influence also extended to railway GIS development, geographic data applications, and much more.
Mr. Eren has authored over 40 publications on subjects like geodetic networks, land movement, GNSS positioning, CORS establishment, GIS, and IT project applications. His ongoing research delves into the Internet of Things (IoT) and Smart City projects.
Fahri Kartal
Co-Owner
Fahri Kartal is a highly skilled Geodesy, GPS, GIS, and Image Processing Specialist, He have a Bachelor's degree in Surveying from Yildiz Technical University in Istanbul, Turkey, with a focus on Network Adjustment. Additionally, he earned a Master's degree in Geodesy from the same institution, specializing in Modern Observation Techniques in Geodesy. His educational journey culminated in a Ph.D. in Geodesy from Yildiz Technical University, where I conducted research on Airborne GPS, presenting a comprehensive case study.
Professionally, he has accumulated a wealth of experience over the years. Between 2007 and 2012, he undertook various roles and projects, including preparing studies and mapping urban areas, implementing geodetic surveys, and transforming coordinate systems for infrastructure projects. His contributions extended to significant IT projects such as Caller Location Services and Vehicle Tracking Systems for Saudi Telecom.
In 2012, he joined GEOTECH Company in Saudi Arabia as a Regional Manager, where he assumed the role of Project Manager for GNSS Consultancy Services for Cadastral Registration (Phase-1) under the Ministry of Municipal and Rural Affairs (MOMRA) CORS Project. This initiative aimed to enhance the collection of geographic data for cadaster, urbanization, and e-government initiatives, all while monitoring plate tectonics. The project included the selection, monumentation, and installation of 100 CORS sites, each equipped with powerful GNSS receivers and antennas. His responsibilities covered everything from site selection to the establishment of control centers and communication infrastructure.
Subsequently, in 2013, he managed the Monumentation and Geodetic Leveling Observations of Bench Marks in Region-2 as part of the General Commission of Survey (GCS) Project in Saudi Arabia. This project focused on re-establishing the geodetic level network of the Kingdom of Saudi Arabia, involving the construction of new BM monuments, geodetic leveling, and observations of primary geodetic network stations.
His professional history also includes roles as a Project Manager and Assistant Project Coordinator, contributing to vital projects related to image databases, GPS surveys, and integration of geospatial data for various entities.
Throughout his career, he honed his expertise in geodetic surveys, precise GPS surveys and computations, GPS/GIS integration, and image processing, in addition to my proficiency with various software applications related to this field.
He earned certificates in specialized software and shared his knowledge and research through numerous publications and presentations. His dedication to the field of Geodesy and GIS is unwavering, and I am always seeking opportunities to contribute to the advancement of geospatial technology and its applications.
Cenk Şen
CEO
Cenk Şen completed his primary and secondary education in İzmir. He completed his high school education at the Military High School. He graduated in 1992 from the Army War College Electrical and Electronic Engineering Department with an honors degree. He served as a signal officer in the Turkish Armed Forces in various ranks in different fields including Cable, Radio and Satellite Communications Systems and Encryption, Information Security, and Electronic Warfare.
Between 1995 and 1996, he served as signal officer of Turkish troops at the NATO Peace Force in Bosnia Herzegovina. He was responsible for managing Information and Communication Infrastructures and Network Security.
Mr. Şen completed supplementary education at the Middle East Technical University (METU) Computer Engineering Department between 1998 and 1999 and received his bachelor's degree in this field. He received a master's degree at Bilkent University Computer Engineering Department in 2002. He studied Data Mining and Big Data.
Mr. Şen has worked in various ranks at the Turkish Armed Forces and NATO since 2002 as a software developer, software team leader, and project manager during the development of Command and Control Information Systems software. Then he was appointed as project manager to projects for founding and extending secure network infrastructures. He took active roles in a number of Combat and Information Systems as well as Cyber Security Exercises which are organized nationally or jointly with NATO. He has taken courses and graduated successfully in Network-Based Structures, Cyber Security, and Information Management Systems in the USA in 2004.
Mr. Şen worked at the Multilateral Interoperability Programme-MIP between 2004 and 2012. MIP is an effort to deliver an assured capability for interoperability of information to support multinational, combined, and joint operations. He participated in different technical working groups for developing technical solutions to maintain interoperability among C2IS applications of member countries. He worked in the Turkish Army Combat Simulation Center as a Technical Administrator between 2012 and 2014. He was responsible for the technical configuration and operation of the simulation software. He retired from the Turkish Armed Forces in 2014 as Senior Colonel after 22 years of successful service. During his service, he received a four-year early promotion due to his success.
In 2014, Mr. Şen was appointed as the Deputy General Manager of the Social Security Institution (SSI) responsible for operating and developing the nationwide information system infrastructure and coordination of the institution's Information System and Cyber Security. During this period, he carried out various projects concerning the software applications used in the SSI, development and improvement of information system infrastructure as well as transfer of SSI’s information system architecture to new technologies such as cloud computing.
Mr. Şen was appointed as the General Manager of TÜRKSAT approximately five years (2016-2021). Türksat A.Ş is the National Satellite operator of Turkey with 4 satellites. He was the program manager of the manufacturing of two new-generation communication satellites. Türksat A.Ş. also has cable TV and broadband internet infrastructure with more than 1.3 million customers. And also responsible for guiding the e-transformation of government organizations and has been operating an e-government portal that serves more than 50 million customers.
Mr. Şen has been appointed as a board member of the Turkish Space Agency for the period 2019-2022. In April 2021, he was appointed as the CEO of MipMap Technologies. MipMap Technologies is a group of ICT companies that produces 3D digital twins of cities, locations, and buildings and supports smart city operations with its Internet of Things (IoT) capabilities. MipMap Technologies is based in the Netherlands and has three companies operating in the Netherlands, Turkey, and the UAE.
Yavuz Eren

Yavuz Eren is a highly accomplished professional with dual expertise in Mechanical Engineering and Computer Science. He possesses both Turkish and American nationalities. Fluent in English, Yavuz's career trajectory has been marked by significant contributions and leadership roles.
Within JeoIT Inc., where he also holds the position of Founding Owner, Mr. Eren assumes the pivotal role of General Manager, along with being a Software Designer and Developer. His responsibilities encompass a diverse array of tasks, including serving as the Software Development Lead, shaping software architecture, driving research and development initiatives, and ensuring the quality assurance and quality control of projects.
Mr. Eren's academic journey is characterized by excellence, commencing with his attainment of a B.Sc. in Mechanical Engineering from Middle East Technical University in Ankara, Turkey, in 1998. He subsequently pursued a M.Sc. in Mechanical Engineering at Rutgers University in New Jersey, USA, culminating in 2001. His M.Sc. thesis, completed at Rutgers University, centered on the "Design and Control of a Prosthetic Forearm using Artificial Muscles." Notably, Yavuz earned recognition through scholarships during his academic pursuits, specifically a Teaching/Research Assistantship from 1999 to 2001 at Rutgers University and another in Computer Science from 2008 to 2011 at Northeastern University in Boston, MA, USA.
Mr. Eren's professional track record reflects his dedication and expertise. Since 2013, he has held the esteemed position of General Manager and Vice President of Research and Development at JeoIT Ltd. in Turkey, where his leadership has been instrumental. Prior to this, from 2003 to 2013, he served as the Head of Research and Development for Geotech Group, overseeing projects spanning Turkey, Saudi Arabia, and the USA. Yavuz commenced his career in the field as a Senior Research Scientist at PSI Inc. in Andover, MA, USA, from 2001 to 2003.
Mr. Eren's expertise is expansive, encompassing areas such as Software Architecture, Database Management Systems (DBMS), Rich Interface Applications, Web and Mobile Application Development, Collaborative Systems, Adaptive Control Systems, Real-Time 3-D Graphics, Intelligent Materials, Energy Spectrums, and Geographic Information Systems (GIS). His proficiency extends to multiple programming languages and frameworks, including Java, Visual C++, Visual Basic, Python, Action Script 3, Flex, Android SDK, Javascript, Angular, Laravel, and Ionic. His remarkable accomplishments also include winning the METU Design Competition with a "Wall Climbing Robot" and securing funding from the Turkish Science Foundation (TUBITAK) for Research and Development in the realm of Adaptive Mobile Framework. Furthermore, Yavuz has contributed to the academic community with notable publications, including a conference paper presented at ASME New Orleans in 2002 and another at Collaborative Systems New York in 2007.
Naci Koru
Chief Advisor
Naci Koru studied International Relations at Ankara University, Faculty of Political Sciences.
In 1981, he started working at the Turkish Ministry of Foreign Affairs. In his 38-year career at the Ministry, he has worked both in Turkey and in Turkey’s diplomatic representations around the world.
Mr. Koru was the Ambassador of Turkey to Saudi Arabia between 2007 and 2009. He then worked as Deputy Minister of Foreign Affairs from 2012 to 2016.
Mr. Koru was appointed as the Ambassador – Permanent Representative of Turkey to the United Nations Office in Geneva in 2016 where he worked until July 2018.
After his retirement in March 2019, he joined MipMap as Chief Advisor of the Director of International Relations, responsible for the European region.
Mr. Koru runs a much-read personal blog on international relations at www.nacikoru.com and also writes frequently on different internet sites.
Mustafa Ay
Chief Advisor
Mustafa Ay completed his master's studies in Science and Technology Policies at Gazi University, Department of Mechanical Engineering. He started his career at The Scientific and Technological Research Council of Turkey (TUBITAK) in 1989 as an Assistant Specialist. His field of expertise extends to science and technology policies, technology management, R&D and innovation supporting mechanisms, SME supporting instruments and national and regional innovation systems.
At TUBITAK, Mr. Ay worked as a science and technology policy expert. He worked as an Advisor to the Prime Minister on science and technology policies and SME supporting mechanisms, between 1996-2000. Mr. Ay coordinated the “Vision 2023: Science and Technology Strategies” project run by TUBITAK – the first of its kind in Turkey. In 2006, he was appointed as the Director of the Public Research Grant Group at TUBITAK. Following his retirement from TUBITAK in March 2021, he is now the Chief Advisor of MipMap Technologies.
Ekrem Uçar
COO
Ekrem Uçar, a highly qualified Geodesy and Photogrammetry Engineer with a Ph.D., has a distinguished career that spans education, expertise, and professional achievements. He holds a B.Sc. in Civil Engineering from the Land Forces Academy and a subsequent B.Sc. in Geodesy and Photogrammetry Engineering from the High Technical School of Mapping. Ekrem furthered his knowledge with an M.Sc. in Geodesy and Photogrammetry Engineering from Istanbul Technical University and earned his Ph.D. in Geodesy and Photogrammetry Engineering at Selçuk University.
Throughout his career, Mr. Uçar has held key roles, including a significant tenure as a Geo. and Photog. Engineer in the Photogrammetry Department at the General Command of Mapping in Ankara, Turkey, from 1995 to 2013. He then took on the role of Director of the Cartography Branch within the Cartography Department in 2013.
Internationally, Mr. Uçar served as a Project Manager at Geotech Saudi Arabia in Riyadh, Saudi Arabia, from 2013 to 2016. Currently, he serves as the General Manager at Jeo-Tek in Ankara, Turkey, where he continues to contribute his expertise to the field.
Mr. Uçar's specialization includes Photogrammetry, Remote Sensing, and GIS, with a focus on Digital Image Processing and Vector Data Quality. He has led various significant projects, such as the Aerial Imagery for Al Asemah Al Muqaddasah Walmashaer Project and large-scale photogrammetric map production for the General Directorate of State Airports Authority of Turkey.
Beyond his professional roles, Mr. Uçar has made notable contributions to the field through publications in Photogrammetry, Remote Sensing, and GIS. His commitment to continuous learning is evident through his participation in specialized courses and training programs, including the Space Cartography Course in Toulouse, France, and Computer Management and Programming Training at Middle East Technical University in Ankara, Turkey. Additionally, he served as an expert on secondment in the GIS Section of the European Union Satellite Center in Madrid, Spain, collaborating with TUBİTAK-Space in 2003.

Baturalp Arıkal
Regional Director
Baturalp Arıkal studied industrial engineering at Middle East Technical University (Ankara, Turkey). He received his master's degree in the same field from the same university. He is a seasoned professional in the defence industry, with 25 years of experience in developing and managing communication and command & control systems. He started his career at Aselsan, a leading Turkish company in defence electronics, where he held various positions, including software engineering manager, project manager, and product manager.
In 2018, he moved to Dubai, UAE, where he started working as a freelance business development consultant. He provided consultancy services to various companies on their business development strategies and plans. He helped them to expand their market presence in the Middle East and Africa region.
In April 2021, he joined MipMap, a leading company in the field of urban digital twin and geospatial data production. He is currently working as a Regional Director for the MENA region.
Mustafa Erdoğan
Photogrammetry and Remote Sensing Director
Between 1995 and 2018, DMustafa ERDOĞAN worked as a Geomatics Engineer and Manager in different units of the General Directorate of Mapping which is the National Mapping Agency of Turkey. In 2018, he retired from the General Directorate of Mapping and started to work as Photogrammetry Manager at Jeotek Company.
Mr. Erdoğan earned his Ph.D. degree from İstanbul Technical University in 2008. He has been part-time lecturer of Introduction to Remote Sensing at High Technical School of Mapping (2004-2016), Digital Elevation Modelling at Hacettepe University (2012-2013), member of Turkish Society of Photogrammetry and Remote Sensing (2010-2018), member of Mapping Journal Science Committee and Consultant for Remote Sensing and Image Interpretation to TUBİTAK-Space (2014 – 2015).
Mr. Erdoğan has been the director of many national and international projects throughout his career and has published more than 70 academic publications in his field.
Mehmet Erbaş
Software Development Director
Mehmet Erbaş brings 23 years of extensive experience in Geographic Information Systems (GIS) to his professional journey. He spent a significant portion of his career, precisely 20 years, at the General Command of Mapping, where he served in various capacities such as a software developer, project manager, and branch manager. Additionally, he contributed his expertise to MipMap Technologies for 3 years as a GIS Manager, where his responsibilities spanned Geographic Information Branch, Digital Twin Generation Process, and Web Applications.
Mr. Erbaş's academic background is impressive, encompassing multiple degrees: a B.Sc. in System Engineering from the Turkish Military Academy, a B.Sc. in Geomatics Engineering from the High Technical School of Mapping, an M.Sc. in GIS and Remote Sensing from Istanbul Yildiz Technical University, and a Ph.D. in GIS and Remote Sensing, also from Istanbul Yildiz Technical University. Furthermore, he engaged in postdoctoral research focused on Geographic Information Systems and Remote Sensing (LiDAR) at the University of North Texas in Denton, Texas, USA.
Mr. Erbaş has fortified his expertise through various courses and certifications, including those related to ArcGIS, PostgreSQL, and more. In his current role at MipMap Technologies, he oversees crucial aspects of GIS and digital twin generation.

Süleyman Arslan
GIS Services Director
Süleyman Arslan boasts an impressive 20+ years of experience in Geographic Information Systems (GIS). He has held key positions at Geotech Consulting for 13 years as a Senior GIS Analyst, at Jeotek Ltd. for 5 years as a Technical Manager, and at MipMap Technologies for 2 years as a Solution Architect and Technical Lead. His academic foundation includes a Bachelor of Science degree in Environmental Studies from Selcuk University, complemented by a range of certifications, including those related to enterprise geodata management and ArcGIS.
In his current role at MipMap Technologies since May 2021, Mr. Arslan excels in managing GIS projects, providing consultancy services, and offering robust IT support, particularly focusing on customized GIS solutions, including 3D GIS and Indoors GIS. Before that, as the Technical Manager at Jeotek in Ankara since September 2015, he consistently managed GIS projects and played a pivotal role in designing and implementing enterprise GIS infrastructure.
Previously, Mr. Arslan contributed his expertise to Geotech Consulting in Riyadh, Saudi Arabia, as a Senior GIS Analyst from November 2002 to September 2015. There, he managed GIS data production, engaged in proposal preparation, and provided consultancy services, all while expertly designing GIS solutions and overseeing enterprise GIS infrastructure and geospatial databases.
Mr. Arslan's skills encompass GIS project management, system analysis, geospatial database design, and system architecture, with proficiency in tools like ArcGIS and database management systems.
